Data Research and Capacity Building Officer

Job Summary

Serve as a full-time staff Data Research and Capacity Building Officer in charge of collaborating with the Capacity
Building Coordinator to develop comprehensive training curricula, deliver training sessions to a diverse audience,
design and implement effective training assessments to measure learning outcomes and identify areas for
improvement. Work closely with the teams to ensure that data across all ODC topic areas is accurate, complete, and
up-to-date.

Key responsibilities:

• • Work with the capacity building coordinator for designing and conducting training on Digital Literacy, Data Literacy, Data Journalism, and GIS.
  • Assist Capacity Building Coordinator on the designing and conducting training on Media, Information, and Digital Literacy (MIDL)
  • Collect, clean, analyse, and visualize data from various sources and generate insight for organizational use and for an assigned project.
  • Assist the Capacity Building Coordinator in designing and conducting assessments for a training activity.
  • Assist Capacity Building Coordinator on report writing for the training activity.
  • Represent ODC to the public, participate in, and contribute to collaborative and promotional events.
  • With guidance from a data specialist, digitize the map to update and/or create GIS databases and datasets based on publicly available data and ensure compliance with ODC protocol, workflow, and standards.
  • Through regular on-the-job training, improve knowledge and skills on research standards, data collection and organization, and the use of free and open-source tools to enhance efficiency and productivity.
  • Identify technical problems pertaining to data collection, cleaning, and organization; collaborate with relevant staffs to solve them.
  • Advice and guide research volunteers and interns.
  • Participate in outreach and capacity-building events, as assigned.
  • Represent ODC at community functions, as assigned.
  • Perform other tasks, as needed or requested

Qualifications

• • University degree is required, preferably in computer science, data science, ICT or other relevant areas with an emphasis on quantitative studies.
  • At least one year of experience in education training, curriculum design, and instructional design.
  • Experience in conducting data-related training activities such as data analysis, and data visualization
  • Strong experience in data analysis, at least with Excel and Google Sheets
  • Knowledgeable in Python, SQL, and Database
  • Knowledgeable in geographical information system (GIS) and be able to use QGIS.
  • Considerable public speaking and facilitation skills are required.
  • Considerable written communication skills are required.
  • Ability to handle multiple tasks and assignments simultaneously required
  • Strong desire to promote Cambodia’s sustained development.
  • Experience meeting deadlines required.
  • Be able to travel to provinces and work under pressure.
  • Willingness to respect and work within ODC principles and ODC code of conduct.
